There are a lot of things wrong with it.
This so-called war has already been lost, for about 30 years now.
A good account of why and how it has been lost is Trading Places.
This book shows, in some detail, how it was that many innovative ideas and products, originally created or developed here, ended up in offshore regimes' developmental export lead growth plans, and resulted in foreign industrial empires now threatening the US.
It also sketches some of the clues to the political underpinnings of this sad commentary, and even made some suggestions for reforms, way back in '88, even then way too late.
