It was, not surprisingly, long before the Declaration of Independence.
One of the heroes of this great period of mercantilist entrepreneurship was Captain Kidd.
The British, themselves inveterate sea dogs, were trying,
in a scarce moment of piratical quietude themselves,
to mollify the Sultan, or Pasha, of India (at that time a Muslim), (who had been sending treasure to or from Mecca),
in view of the 'legitimate' trading opportunities in India for the British (no one else, of course).
At least this, Kidd's, was 'frank' piracy.
He had been commissioned, by the British, to bring other pirates, pirates from New England, in fact, to 'justice'...............
