One sees this in the attitudes of high US officials in the State and Treasury Departments, the Soviet loving liberal media, and especially in the OSS, which cooperated with the Soviets most closely of all.
They also believed that other Great Power regimes should be similarly equipped (though not of course Germany), so that a peaceful balance could be struck in the post WWII world.

Why shouldn't the bolshevik revolutionary Rooskies be put on a parity with their imperialist racist masters, just as the american colonists had been?
