Krugman makes tariffs on Chinese goods sound not so bad for the global market or the so called American market, not because America is finally making things that we had offshored to China, no that is not what he is saying at all.
He points out, as a kind of victory for the economics of global trade strategy, that we are now sourcing things that had been made in China for us are now thankfully being sourced in Viet Nam and Bangladesh instead, a kind of Krugman esque global trading places pivot dick move.
This, for Krugman, is what would be called a Win Win for American trade, industrial, and strategic policy, rather than a Zero Sum Game.
