LAW AND CONVENTION

For the ancient Greeks law remained dependent on custom and habit.
 
These are thus sociological and anthropoligical, not fundamentally legal, concepts. 
 
When someone says we are a society based on law, they imply that the society operates on a set of customs and habits which are shared.
 
In multicultural societies, which contain differing customs and habits of various kinds which are not normally shared very much, then by definition, this implication about the force and validity of law does not apply with such force.
