This is an old old story, seldom referred to by free private enterprise pundits,
but the history of innovation in technology, especially computers and the internet, to name only the most visible,
is strewn with money for defense and security ending up aiding the biggest private companies develop new industries and products for private sector profits, largely at the expense, in terms of R & D and in other ways, notably risk shifting, of the taxpayer.
Now, a lot of that know how, also called intellectual property, has been foolishly off shored, by hook or crook, through theft, license, or cutting deals for access to cheap production facilities.
